specifically made available to be linked to the requested project and can be done so by the requested member.
Note this list does NOT include linkable permissions associated with resource plans attached to the realm.

Access Control:

• The calling principal must have "read" action permission for the resource "{project}" in the "authorization" service.
• The calling principal MUST NOT include a project scope.
