After all parts have been uploaded, this operation completes the upload.

When the upload has been completed, it is no longer possible to upload
new parts to it but the uploaded data can be downloaded.

This request has an optional abort query
parameter (the default value is false) for aborting the upload instead
of successfully completing it. If the upload is aborted, all of its
parts and data are removed from HERE Tracking.
