Assign the role provided to the given entity. If the provided role is associated with a group, the entity being assigned the role must be a member of the associated group.
Access Control:
- The calling principal must have "manageEntities" action permission for the resource "{role}" in the "authorization" service.
- The calling principal MUST NOT include a project scope.
