The availability of HERE WeGo Pro in a specific region depends on the quality of truck routing, including:

In locations where the map supports a truck road network but restriction data isn't available, the HERE WeGo Pro app still calculates a route. However, the route won't consider truck-specific restrictions such as physical dimensions, weight, or hazardous materials.
