The second field in a line is always the date and time field. This is the date and time of the epoch represented by this line (specifically, the beginning of the epoch). Format dates as YYYY-MM-DD HH:MM in 24-hour local time. For example, 2014-09-30 22:00 means September 30, 2014, at 10:00PM. If daylight saving (summer) time is in the location, it's also used in the dataset, so that this field always reflects the actual local time. The time portion of this field duplicates the data represented in the Epoch field, simply as a convenience. It may be easier to import this field into analysis software than parsing a separate epoch. Use whichever is most convenient for your purpose.
