Blackspot conditions table (Condition_BlackSpots)
The Condition_BlackSpots table stores attributes for black spot conditions (condition_type = 38). Black spot conditions reference node_id or link_id in NavStrands to build the Black_Spots and BlackSpot_Roads feature classes.
