Quality level attribute (quality

Each place has a quality_level attribute assigned in the dataset. It's helpful to be aware of the reliability of a place and its related attributes.

When returning results, the locator includes all levels of quality with the aim to provide the highest possible chance of finding a match.

HERE supplies the following quality level values:

5: Highest accuracy, with a very high confidence in all scored attributes. All attributes have scored a value of 5.
4: Highly accurate. The minimum of all scored attributes is a value of 4.
3: Moderate accuracy. The minimum of all scored attributes is a value of 3.
2: Lower accuracy. The minimum of all scored attributes is a value of 2.
1: Lowest accuracy. Typically, these places no longer exist.
