Answer
------

Road names where IS_SCENIC_NAME = 'Y' are considered Scenic Routes premium content and require the appropriate Scenic Routes license for use. These road names cannot be used under a license that does not include Scenic Routes entitlement.

If address information, address ranges, or similar associated content is attached to a road name marked with IS_SCENIC_NAME = 'Y', that associated content is also considered premium content and requires the same licensing entitlement.
