Introduction of TARs in five Saudi Arabian cities in Q321

In Q321 those truck's conditions (TAR) were added as DTM for five cites in Saudi (Riyadh, Jeddah, Dammam, Khobar and Dhahran),

these conditions are restrict trucks per day time which is block the trucks to enter the city on some time and allow it for other time.
